In the luggage hold you need to move the luggage to the correct pile. The fancy red bags need to be on the left in 1st class, the grey bags in the middle in 3nd class and the wooden crates in 3rd class on the right side.
Once they are all in the right place, flip the lever on the bottom right of the screen and the bags will be hauled up in a net.
