Women and Children only! You have to select who can go into the lifeboats by tapping on them. All men have facial hair (some are disguised as women and children) so basically chose anyone who doesn't have facial hair.
Once the lifeboat is full, you have to help lower it by turning the level clickwise, it is important to match the speed of the other line - if you are going too fast and other other line shows white marks then slow down, if your side shows the marks you need to speed up. Once the lifeboat is down you can progress to the next level.
