You need to find the flotation device before the ship goes down. Use the sheet by the ladder to find the number of the box that the flotation device is in - some of the numbers are obscured so you need to be clever to find the right box via a process of elimination.
Pick up the crowbar and use it to smash the box with the flotation device inside, take the flotation device and advance up the ladder.
