Now you need to lift the crates into the air and tie them up. Select the rope from your inventory and route it through the pulleys. You have to route it in a particular order - once you have the rope connected in a trial route, pull down on it to see if it is strong enough to take the weight - if not, then try a different route until you do.
Once you have the correct route, lift the net into the air and tie the rope down around the silver rope tie on the ground by running your finger clockwise around the screen. You can now proceed under the cargo.
