This is another level where you have to be fast or else you'll drown. Equip your wrench and use it to break the emergency box and take the contents. You now need to escape through the door before the water consumes you - drag the hinge bolts down and up on the bottom and top hinges respectively - you need to use both hands for this and hold them there while you slide the door to open it and move on to level 30.
