Note that this Challenge is only possible during story mode, either before or during the Systems Jammed mission. You will need to attach the transmitters to the comm towers, so you will want to do this before then, as you won't be able to after doing the second comm tower. If you have the objective to do the second comm tower, then avoid the waypoint altogether or you can't complete this.
During Systems Jammed, you will be required to go onto the rooftops of the buildings in Concordia and attach some transmitters to comm towers. The first one is easy, but the second one will require you to disable an electric barrier first. This requires pushing a button nearby and you need to do this before you are told to do so.
There are various ways to get onto the rooftops, with one being shown during the mission itself. Near the Black Market is a bin you can use to get onto the rooftop, and there's also a jump pad near the Fast Travel station (might not be active right away). Head south when on the rooftops until you see the barrier, then go in a western direction to find the electrical fuse box to shut it down.
