You need to have CU5TM-TP issue you a ticket, similar to how it's done during the story. When it's not needed for a story mission, the unit will patrol the town of Concordia, looking for any rule breakers. There's a few ways to try and get it to issue you a ticket.
Near the exit that leads to Serenity's Waste is a planter, where you can stand in it whenever CU5TM-TP will hand you a ticket. Also, dropping a weapon in front of it will also get you a ticket. Near the Fast Travel station is a dumpster that is marked as flammable, so shoot it with a fire-elemental gun with CU5TM-TP nearby to get "fined."
