Better Healing
Follower: Arcade GannonThis perk gives you 20% more hit points from any and all healing sources. Beneficial in any mode, although particularly hardcore.
Calm HeartFollower: Cass; Must complete Side Quest: Heartache by the NumberCalm Heart benefits only Cass, but does so by giving her an additional 50 health points to keep her alive in battle.
Enhanced SensorsFollower: ED-EEnhanced Sensors makes all enemies show up on your compass at extreme distances, essentially as soon as they're loaded in the game world, which is a large radius around you. In addition this helps detect and target in VATS enemies using Stealth Boys such as Nightkin. Combines with Boone's spotter perk very nicely.
Full MaintenanceFollower: Raul; Upgrade him through his freeform quest.This perk is an upgraded version of Regular Maintenance giving a 75% reduced weapon and armor decay is long as Raul is your follower.
Hand of VengeanceFollower: Cass; Must complete Side Quest: Heartache by the Number
This perk will give Cass a 15% damage bonus with all Guns, adding to her already great shooting abilities.
Old Vaquero
Follower: Raul; Must complete Side Quest: Old School Ghoul
This perk will give Raul a 33% increased speed with all revolvers or lever action firearms. He will still keep his maintenance perk.
Regular MaintenanceFollower: RaulAs long as Raul is your follower this perk will grant all your weapons and armor a 50% reduced rate of decay from use.
Scribe AssistantFollower: VeronicaNot as useful as some of the other perks, but gives you the ability to craft workbench items through Veronica's dialogue.
Search and Mark
Follower: RexAs long as Rex is your follower unequipped chems, weapons, any and all containers even hollow rocks and bodies and ammo in a short radius will be highlighted when the camera is zoomed in. Great for scavengers.
Spotter
Follower: BooneWhenever you are in aiming mode with Boone as your follower, all hostile NPCs will be highlighted with a red aura, combining excellently with Enhanced Sensor to keep any enemies from ever surprising you again.
Stealth Girl
Follower: Lilly
Having Lilly as your follower will increase the duration of all used Stealth Boys by 200% while giving a 10% extra damage bonus to sneak critical hits.
Whiskey Rose
Follower: CassThis perk will cause you to gain extra damage threshold while consuming whiskey, suffer no intelligence loss, and suffer no addictive side effects. Makes whiskey a powerful chem, great for the chem users.
