The .45 Shepherd is the first gun you should focus on upgrading at Friendly Fire. Not only is it a basic weapon that you will have control of at the beginning of the game, but when fully upgraded, it is a powerful handgun to have at the beginning of the game.
The upgrades are as follows:
Level 1: "The choice of handgun for any Saint." Default level.
Level 2: Increased rate of fire. Cost: $100.
Level 3: Increased clip to 14 rounds. Cost: $10,000.
Level 4: Explosive bullets. Cost: $20,000.
