The Gardening Store is one of the new buildings that is introduced in New Leaf. It is run by Leif and the player will be able to buy flowers and saplings here.
In order for the Gardening Store to be built, seven days must have passed from when the town is founded, and the player needs a combined total of 30 weeds pulled/flowers planted. Once this is done, it will be built in between the Able Sisters and the Nookling Junction.
The store becomes a part of the Nookling Stores once it is upgraded to Nook Bros. A weed pulling service will become available once this happens, where Lief will go around the town and pull weeds. After upgrading to the T&T Emporium, the store becomes a part of the Nookling Stores franchise.
