While Outlaw isn't an actual character in the series, he is a representation of the thugs in the manga/anime's universe. They thrive on chaos and do as they please, killing anyone they want for any trivial thing. The outlaws use weapons over their fists, with the playable one using a morningstar, among other weapons.
