The quest mentions that you should go to Moonsbit Pass, but you don't really need to go there, as Goblins spawn just outside of Cassardis. If you go out during the day, you probably won't find enough Goblins, but at night, you will have Wolves to contend with also. Should you find yourself without enough Goblins to kill, go to Cassardis and rest, then go out to find more.
