You wake up in a house that looks old-fashioned. Go downstairs and into the kitchen, where you are greeted by your wife, who has made you some breakfast. Press the designated buttons to eat the pancakes while she talks to you, when she asks you to go and fetch the paper. Head to the front door and then outside, grabbing the paper at the end of the walkway.
A cop rolls up in a regular car and says to get in, so do that and enjoy the ride until you end up stopping. Walk around and meet some of the people, including the photographer, then walk into the diner. As the cutscene goes on, it seems like something's wrong and you bolt out of the diner, jumping into your car.
Start driving around and eventually Kinzie will break through, so she tells you something seems awry and to keep driving. She tells you go to park, which should be close by. When you get there, she makes the car disappear. Kinzie then tells you to unleash hell, with the game saying to kill the cops.
Once you kill enough, Kinzie tells you that you need to do more and head to the park. A cat statue comes out of the fountain, along with a rocket launcher, so grab it and start causing mayhem by firing at vehicles, people and cops. You need to cause enough mayhem (100,000 points worth), which will make the Sheriff from earlier come.
Keep firing rockets at him until you finally put him down, then enjoy the cutscene, which will bring you through to the end of the mission.
