Meet up with C.I.D. in the simulation and he'll start acting weird, taking off after a few seconds. Follow him and he'll stop at a brick wall, painting a bunny on the wall. Touch it to make a secret door appear, so go inside. After a short scene, you'll be back in the simulation you were in at the beginning of the game.
Find Kinzie in the simulation and do the button prompt when asked, only to find out it was a decoy. Grab a vehicle and head to the next marker on your map, only to find that Kinzie is in the back of a police car. Chase after it and ram it until it stops, then kill the police that come out of it.
While talking to this Kinzie, the real one manages to get through and say to go to City Hall. On your way there, Matt says that Cyrus Temple is the one who is in control here. When you arrive at City Hall, you tell Matt to give you some firepower, but he can't. To shut up Cyrus and his speech, go around the town and rewire the speakers.
Just go up to the speak and press the button to automatically rewire it. After the first one, Matt will finally get you a weapon, which is the Dubstep Gun, only without any destructive power. Anyways, go back to rewiring another speaker and then you'll be asked to stop a propaganda truck. Just go up to it and keep firing the Dubstep Gun at it until it explodes and disappears.
After the third speaker, you will need to stop two more propaganda trucks, only these ones are moving and will repeatedly try to run you over. The last speaker will have you stopping more trucks, with there being three this time. With that done, get back to the rally and you'll start dancing, with Kinzie following suit.
Cyrus isn't too happy with this and will start attacking you. Note that he has the Super Jump and Telekinesis abilities, while you have none. However, Matt has a new track for your Dubstep Gun, which seems to be a little more potent this time around. Keep following Cyrus around and keep the gun fixated on him, only taking it off him to deal with the police. Once Cyrus is finished, go back to Kinzie and the mission will be finished.
