Enter the simulation and head to Keith David's rally. It seems the tables have turned and once you gain control, you will have to survive an ambush of angry people. Kill a few of them and then head inside when you are told to do so. You'll be greeted by a Marauder right away, which you can easily destroy by freezing it, then going to its back and attacking the weak point.
Follow the stairs, killing the Zin guards as you come across them, until you get to the office. Head inside and watch the cutscene, which will have your character transported to some remote place with no contact at all. Follow the only path until you come to Keith fighting with Roddy Piper. When Keith flies off, you'll be left to fight some Zin with Piper.
Keep going until you reach a broadcasting room, where you'll find more Zin, then you'll need to fight your way to the roof of the building. On the roof, you'll find a shield with some C.I.D. moving around it. Destroy them to bring the shield down, clear the area of Zin and then disable the satellite. Watch the cutscene that will bring you through to the end of the mission.
