Twitchers are necromorphs that have been created using hosts with stasis modules. But while isaac uses stasis to slow down enemies, stasis has a reverse effect on twitchers and makes them super fast. Therefore, they attack with ferocious speed and can even dodge incoming attacks.
Using stasis to slow them down and then dismembering them from a distance is your best bet to take down twitchers.
