Rainbow Road is a new stage that is exclusive to the 3DS version of the game, and is based on the track of the same name from Mario Kart 7. It functions similar to Mute City from Melee, and borrows some elements from Mario Circuit from Brawl. A majority of the stage is fought on a moving platform that circles around the actual track.
Periodically, the platform will stop and disappear, letting you fight on the actual track, with other smaller platforms appearing. At certain stops, a warning sign appears, which signals incoming Shy Guys driving karts. If a character is hit by one of these Shy Guys, they will receive damage. Whenever a sign appears with an arrow pointing upwards, that's the signal that the large platform will reappear, with anyone who cannot get on it in time being KO'ed.
