The Cyborg is the basic combat unit that you'll come across throughout the game. While there are several types of cyborgs that you'll come across in the game, this entry refers to the most basic form. While they may come in different uniforms (military, police, etc.,) they are unltimately the same. They tend to have access to some form of weak ranged weapon (though some carry rockets) and have some form of short ranged melee weapon.
These Cyborgs may pose a challenge at first but once you've got a feel for the game, they tend to be more useful for replenishing your health than they are a potential threat. You attack much more quickly than they do and you should be able to interrupt their attacks just by swinging at them. Because of this, they make for excellent sparring partners allowing you to practice your parry ability with little fear of taking damage (since if you miss your timing, your swing will likely knock them off balance).
The only main concern there is when confronting one of these Cyborgs is that in groups, it can sometimes be hard to keep them together. Ultimately, this leads to both ranged and melee combat simultaneously. Since you can't deflect the bullets while standing still, the best option is usually to Ninja Run and execute light attacks while running. This allows you to both attack and deflect bullets. It's not the most elegant technique but quite effective.
