Tower of Babble is the major easter egg for TranZit mode, which requires the players to "obey the voices," as the trophy/achievement description states. There are two ways to do this easter egg, one of which is to listen to Dr. Maxis and the other is by listening to Richtofen.

The first step to doing this easter egg is the same for both paths. You must get to the lab by taking the bus to the Power Station; you can also teleport there by using the Turbine near a lamp post, but that's not fullproof. Once you're at the station, you can get inside the lab via the outhouse.
When you're inside the lab, you will need to turn the power back on. To do this, you need to build the switch. There are three parts required to build the switch, which are randomly scattered across the lab, so they shouldn't be too hard to find. The three parts are a circuit panel, a zombie arm, and the lever. Once you built the switch and turned the power back on, you will have to choose which voice to obey.
DR. MAXIS' PATH
For this path, at least two of the players will need to build a Turbine, which can be done at the Bus Station. Dr. Maxis will want you to turn the power off after a while, so go back to the lab and do that if needed. One of the players will also require an EMP Grenade, which is from the Mystery Box.
Go to the Farm and start going towards the power station area on foot. You should see a large electric tower. Go through the nearby cornfield, which is like a maze, until you get to a transmission tower. Wait for the lightning to be directly above you before you kill the last zombie, as this will make the Avogadro (electric zombie) spawn.
DO NOT KILL THE AVOGADRO YET! Once it spawns, the players with the Turbines should place them underneath the transmission tower. Dr. Maxis will talk while the transmission tower is powering up. When the Avogradro is directly underneath the transmission tower, Maxis will tell you to kill it, which is done by throwing the EMP Grenade at it.
With that done, it's on to the last step for this path of the easter egg. The two players witht he Turbines need to pick them up and go to specific locations on the map. These are the street lamp locations at the Bus Station and Diner. Both players have to place the Turbines down at the same time, which will finish up this easter egg.
RICHTOFEN'S PATH
Once the power is on, you need to build the Thrustodyne Aeronautics Model 23 (AKA the Jet Gun). In order to build this, you need to find four parts scattered around the maps, which are located in the Hunter's Shack (in between the Town and Power Station), Nacht Der Untoten (between the Farm and Power Station, opposite the Radio Station), the Tunnel (between the Bus Depot and Diner), and the Power Station. All players will also need an EMP Grenade, which is gotten from the Mystery Box. The Navigational Table is also needed, so check the Buildables section for more details.
When everything has been gathered, the player with the Jet Gun will need to go to the Transmission Tower in the cornfield (see the second paragraph in Dr. Maxis' Path for details). Use the Jet Gun on the Navigational Table underneath the tower until it breaks, which will trigger Richtofen to ask for more power. All players will need to stay under the Transmission Tower killing zombies until Richtofen speaks to Samuel.
Richtofen will now mention that there is too much power now and some of it needs to be reduced. All four players need to go to different lamp posts in the map and throw their EMP Grenades at the base of them at the exact same time. If you did it right, the lamp posts should glow purple and the easter egg will be finished.
