This Artifact is found in Chapter 15 - The Grotto. It is located in the second swimming section, which is after fighting the two Ice Talos. You'll reach a section where the view goes side-scrolling. When you find the path that goes downward, take it and you'll find the Artifact right before you can go upward again.
When activated, this item grants infinite magic.
