This Artifact is found during Chapter 2: The Sewer. After climbing your way out at the beginning of the chapter, you will have to pull a lever that will open two gates, one of which has some enemies behind it. Kill the enemies, then go into the area they came out of to find this Artifact on the ground.
This item, when activated, grants you infinite Rage.
