This Artifact can be found in Chapter 25 - The Furnace (2). It is on the elevator that you raise by tossing enemies into the fire in the middle. Once you make your first stop, it can be found in the bottom left corner. This is the stop where you pull on a switch and first see the laser.
When activated, the amount of stun dealt to enemies is increased.
