This Artifact can be found in Chapter 23 - The Furnace. After moving into the upper section of the area, you'll find some sketches of the Statue of Apollo on the wall, as well as Archimedes' body hunched over a table. On the left side of this room is a Red Orb Chest, with the Artifact on the table to the left of that chest.
When activated, Kratos will automatically win all context sensitive events.
