This Artifact is located in Chapter 9 - Ice Caverns. Once you get the third snake to attach to the tower, you'll head back inside the tower. Instead of ascending it, go down and you'll find the Artifact on the stairs.
This item, when activated, will grant Kratos ten times the Red Orbs he would normally get.
