Circe's Vial is located in Chapter 5 - The Village of Kirra. After defeating the two Elephantaurs, you have the option to go left or right. Go right and you should see a block you can move at the end of the path. Don't move it, instead jumping on top of it and then to the platform on the right to find this Artifact and a Phoenix Feather.
This item, when activated, allows your combo to last three times as long.
