After finishing The New Kid in Town, you will be able to explore South Park. If you head west of your house, you will eventually come to Kevin Stoley's house, which is easily distinguishable by the Fast Travel flag in front of it. Go inside and into his bedroom upstairs, where you can talk to him to receive this quest.
Kevin wants you to find his dad's iPad 2, which he says fell out of his backpack near the Church. If you go west to the first intersection, you can go north to the middle street and you'll be at the police station. The Church is west of here and the iPad will be behind the single tree on the right side of the Church. Bring it back to Kevin to befriend him, as well as receive the Missile of Slowing weapon.
