To start this quest, go to the Community Center and talk to Mr. Mackey, who asks you to drop something off at his U-Stor-It locker. This place is located in the upper right corner of the map and if you haven't been inside, you have to shoot down a ladder to the right of the hobo. When you get into the actual area, Mr. Mackey's locker is #221.
To finish this quest, all you have to do is go inside the locker and you can place the monitor right on the shelf underneath the Chinpokomon. Return to Mr. Mackey at the Community Center once you're finished to get him as a friend on Facebook.
