In order to evolve Eevee into Sylveon, you need to make Eevee learn a Fairy-type move. Eevee naturally learns Charm at level 29, but catching a level 19 one will have it with Baby Doll Eyes (which it also learns at level 9 if you breed one). Once you have that, you need to use Pokemon-Amie to get 2 hearts of affection with Eevee.
