Get in the modified car and head towards the red blip on your radar. Your car can drop spike strips from behind to pop the tires on the target car. You only have 3 though, so be sure to make them count. When you find the car, wait until you get to a straightaway with no upcoming turns, then quickly get in front of the car and drop a Stinger.
When you pop the tires, the lady leaves the car screaming and running. Approach the car and Cesar calls to ask how it's going. After the conversation, CJ automatically repairs the tires and you'll be driving it now. Get it back to the garage in Doherty to finish the mission. $5000 and respect earned.
