Damage control means that you have to first cause damage. To get this achievement, you'll have to get some attention first. When you have the attention, you need to eliminate all of the witnesses.
On King of Chinatown, kill the drug dealer and take his disguise. Lure the King up to the apartment for some drugs and make sure you have the gas can by the drugs. Shoot the gas can once to draw the King's attention and make him hostile. Wait for the gas can to explode and kill him to "clean up".
