Chicago Police Officer
Any regular police officer on this level wears this outfit. The easiest is going to be by the yellow sports car in the alley just to the left as you enter the Chinatown square.
Market Vender
Any of the stall venders have this outfit but you can only take the disguise from men. If you follow the King as he leaves his Pagoda, he'll lead you to a stall where he gets food and then walk away. If you turn to the right, you'll see another stall that is mostly closed off and has a vender cooking in the window. He's going to be the easiest target for this.
Dealer
The Dealer is the King's dealer. You can find him at the very beginning of the level in his apartment on the right side of the Chinatown square. Distract the guard with the fuse box, slip by and then take out the dealer to assume his identity.
Chicago SWAT Officer
You'll have to cause some mayhem here to get the SWAT team to show up. Then you have to kill one of them and take their disguise. Not an easy task but if you follow the directions for the Market Vendor disguise, you can take cover in that stall and it should provide you with great cover.
