There is a little bit of confusion as to how you get this. It is possible that you have to get two kills with one accident but it seems more likely that you just have to get multiple kills with accidents on a single level.
Any accident of your choosing is acceptable but it seems that the Factory Compound part of Dexter Industries is a pretty good starting point. If you start that area and head out of the cave, you'll see a long bridge spanning a gap. You can drop off the right side and slide along the edge. From here, you can pull guards off the edge. Do this a few times and Jinx should pop.
