The Bell Tower is located in the back of Ecruteak City and is locked until a later event. In Heart Gold version after you beat Clair from Blackthorn City you will be asked to visit the Kimono Girls to battle to see if they are worthy of ascending the tower to face Ho-Oh. When you reach the top of the tower you will use the clear bell to summon Ho-Oh and challenge him to a battle.
