The Whirl Islands are a group of caves that leads to a cavern under the sea, it's located in western Johto between Olivine and Cianwood City. The cavern is dark so you need to use flash to see, there are three levels to the cavern and it has no trainers on any of the levels. In Soul Silver version after you beat Clair from Blackthorn City you will be asked to visit the Kimono Girls to battle to see if they are worthy. When you reach the bottom floor you will meet up with the Kimono Girls again who will summon Lugia for you to battle.
