Soldiers in Bioshock Infinite are found throughout the game. Not to be confused with the Columbian Police, Soldiers weild a better armour for defense and also more powerful weapons than the Police.
Soldiers include the allies of Cornelius Slate, who Booker encounters during the first few minutes of gameplay, while looking for a Shock Jockey. Another type of soldier would include the allies or recruits in the ranks of The Vox Populi.
The above image shows how much soldiers can be armed based on their rank. The soldier on the right shows a little lower ranked soldier, while the one on the left is the higher ranked soldier.
