Judgement is the standard combo for the Arbiter. It's very powerful and can smash through most enemy shields by the end of the combo. The strength of the hits can both be helpful and a hinderance depending on when they are used. If you are striking a light enemy, Judgement is actually more likely to knock them away than to deal serious damage and this will make following up on the attack more difficult. In situations like this, it can be useful to follow the attack up with Tremor followed by Caliber or Big Slick.
This ability is learned immediately upon receiving the weapon in Mission 2 - Home Truths.
