You need to liberate 17 outposts in order to unlock this in stores, where you can buy it for $2600. While not a powerful weapon, its main purpose is for stealth, as the silencer will increase your sneaking ability. It is highly accurate, although it is outclassed as you unlock more powerful Signature Weapons.
