The Savanna is possibly the safest of the Biomes except for when the Beefalo are in heat. There aren't a whole lot of resources aside from Morsels, Meat, Saplings and Grass. There are a few instances of flower and stone but there are no trees naturally.
While it doesn't have a huge number of different resources, the safety coupled with the rabbits (which stay alive in the winter) and the general availability of manure from Beefalo makes the Savanna a great settlement location.
