The Loyalists now have kidnapped Sokolov and have begun their interrogation as to who else is working with the Lord Regent. Once the initial conversation is over, choose to not go to sleep, as there's something that can only be done now. Go inside the bar and you'll run into Cecilia, who will say she has hidden something in the Abandoned Apartment and the key is underneath her bunk upstairs.
The Abandoned Apartment is located in the alley behind the pub, and when you get inside, you can find a Bone Charm underneath the bed straight ahead. When you're done, go to your room and sleep in your bed.
You're woken up by Emily and then you need to go interrogate Sokolov, so head over to where he's being held and talk to him. You're given the option to either let the rats make him talk and bribe him, so choose bribery. Go and talk to Piero, who mentions that Sokolov likes a liquor called King Street Brandy, and he happens to have a bottle. Pay him 150 coins for it and bring it back to Sokolov, who starts talking and prompts your next mission.
