Blink is learned automatically when Corvo is branded with The Outsider's sign, during the "dream sequence" after first arriving at The Hound Pits Pub. This power allows Corvo to teleport short distances, which is all stealth and won't alert guards (unless you teleport in front of them). When upgraded to Level 2, Corvo can teleport longer distances. The mana required to use this is very low, and you will always have enough mana to use this once.
