This is the last mission and it plays differently than the Low Chaos version. As Samuel drives you to where he drops you off, he talks about how you killed a bunch of people. When you get to the docks, get ready a weapon and wait for Samuel to say he's going to signal the guards, which is your cue to shoot him.
You have a beach-side entrance and a harbor-side entrance to the main grounds. The beach side one is guarded by four guards, as well as an Arc Pylon, while the harbor side is guarded by a watchtower and some guards. Go to the right (beach side) and wait for the two guards to come close to the shore, then kill them. You should be able to pick off the guard on the right with your crossbow, when he stands still and looks into the water.
Make your way up the left side of the beach, watching out for the Watchtower. You can do one of two things about the Arc Pylon, either shooting the whale oil tank from afar (or remove it), or use a Rewire Tool on the control panel, which is located on a ledge underneath the main platform.
There are stairs on the right side that lead up to the main platform, but there are some guards there, as well as a Wall of Light, meaning you won't be able to pass. The oil tanks powering this, as well as the one on the other side of the map, are in a locked Control Room that can only be accessed through a small open hatch in between the two platforms.
If you look between the two platforms, you will notice a small open hatch. Blink to it and climb up into the Control Room, where you'll find a guard, as well as the whale oil tanks powering the two Walls of Light. Once you disable them, go back out and through where they are, into a big area with Martin and Pendleton.
MARTIN AND PENDLETON
When you arrive inside Kingsparrow Fort, you will overhear Martin and Pendleton arguing. Martin is on a small platform up and to the left, while Pendleton is inside of a tower with a giant hole in its side. Killing them is completely optional and doesn't reward you with anything, other than revenge for being betrayed.
Take care of Martin first, although he is surrounded by a lot of guards, including an Overseer with a music machine that cancels your powers. If you creep out a little from where you first entered, look up and to the left to see a high platform with the mentioned Overseer. Blink up to it and stealth kill him, then go up the stairs.
If you are seen at all by guards, Martin will run off and into a big guard station, where he will stay until you confront him. As mentioned before, there are a lot of guards surrounding him, so it might be best to just get seen and kill all the guards who come after you. Once you do that, go to where Martin is and he'll start talking about everything; either kill him while he's talking or he'll end up killing himself (gray the elevator key off his body if you want).
As for Pendleton, he's holed up in a tower, with a giant hole in its side. Go around the fort walls until you can Blink up onto a roof right next to where Pendleton is. There is a little platform you can Blink to, which you can then go to where Pendleton is (there's a guard right inside talking to him). Kill the guard and then listen to Pendleton, who wll die after finishing from his wounds.
TO THE LIGHTHOUSE
After Martin and Pendleton are done, go to where Pendleton was and up the stairs. At the very top, you'll see a bridge and another Arc Pylon. From where you are, you can spot the whale oil tank, so shoot it with your Crossbow to take it out. You have some guards in your way, who shouldn't provide too much trouble.
Cross the bridge and go up the steps, and you'll be face to face with the elevator that leads to the lighthouse. If you grabbed the key from Martin's body, then go to either of side doors. If you didn't, then Blink on top of the elevator and drop through the hatch. Either way, pull the elevator and choose to go up.
THE LIGHTHOUSE AND THE END
Once you arrive at the top, start going up the stairs, taking care of the guards in your way. Once you reach the top, go into the building and up the stairs. Read Havelock's journal, which is on the desk upstairs, then exit and climb the steps to the lighthouse.
When you arrive at the door that leads into the lighthouse, go inside and up the stairs, which lead outside to where Havelock and Emily is. If you go out far enough, Havelock will grab Emily and threaten to jump; if you don't go out far enough, you can take a shot at Havelock without Emily being in the way too much. Either way, kill Havelock, which will make Emily slip off and hold onto the ledge, so rush over and grab her, which will finish the mission and the game.
