Overview
Hidden Packages were introduced in "Grand Theft Auto: III" as the single and main collectible in the game. The appearance has been remodeled for this game, but you are still only required to walk through them to collect them.
There are 100 Hidden Packages that are located in the Vice City area, and collection of all of them is required for 100% completion.
Rewards
Collection of each Hidden Package will award you with $100. For every ten Hidden Packages you collect, you unlock a new reward:

*The weapons will only spawn inside the Ocean View Hotel, on the northeast side of the Vercetti Estate, and on the roof of the Hyman Condo.
Knowledge of the landmarks and certain areas of Vice City is needed to pinpoint a Package to a smaller, definite location. You may want to revise some areas of the city to locate them.
With the bare bones of the Hidden Packages laid out, we can set out to collect them. Our search will go in order of the storyline, so we will begin on the East Island and work our way from there.
Prawn Island (5 Packages Total)
#1) On the west side of the mansion at western Prawn Island, southwest of the Mendez Mansion from "Vice City Stories"
#2) Enter the mansion that is stormed during the mission "Phnom Penh '86", and head up to the top floor. Rather than head for the roof, hang a left and drop down into a secret room accessible through the hole in that floor. The Hidden Package will be sitting in here.
#3) Head into InterGlobal Films, if you have bought the Asset or can gain access with a helicopter, and head inside into Studio C to find it.
#4) On top of the main office to InterGlobal Films. You will need to use a helicopter to gain access.
#5) Across the street east of InterGlobal Films is an area with an alley on the east side. The Package is at the end of this alley, which is a dead end.
North Point Mall (2 Packages Total)
#6) At the northern end of the mall is the Gash store, which can be accessed on either level. The Package is on a ledge above the escalators.
#7) At the east end of the top floor of the mall, at the front of the storefront with a number of "For Sale" signs.
Vice Point (20 Packages Total)
#8) Between two of the entrances, in the nook, of the North Point Mall on its northwestern side.
#9) At the southern area of the ground floor of the North Point Mall's multi-storey car park, at the northwest side of the Mall.
#10) Behind the orange-and-white building that is south of the 3321 Vice Point Rd. Safehouse.
#11) By the railing at the bottom of the bridge that heads to Prawn Island, facing out towards the island and the Vice City Mainland.
#12) Behind one of the Jocksports billboards at the Vice Beach sand track.
#13) At Ducum Inn, the large hotel in western Vice Point, in the bushes at its south side.
#14) At the top diving board of the Ducum Inn Hotel's swimming pool.
#15) Remember the Vice Point Apartments where you had to chase Diaz's dealer in his mission, "The Chase"? If you head around and take the first drop down, turn around to find the Package.
#16) Due south of the Links View Apartments Safehouse is a house. Head up the driveway, but go onto the bottom level and follow it around from east to west to find the Hidden Package.
#17) Across the street east from the Links View Apartments is a complex with two alleys running through it. Head through the northern alley, and turn north at the first opening on that side. Find the large tree to find the Package.
#18) Inside the Jewelry Store, on the east side of the block with the Pizza Parlor on the south side.
#19) Inside the Pizza Parlor in Vice Point.
#20) Across the street east of the Pizza Parlor is the Washington Street Apartments. The Package is located under one of the steps to the apartments.
#21) At the penthouse that features in the missions "Treacherous Swine" and "Martha's Mug Shot". It is only accessed during the former mission, but can be accessed by helicopter.
#22) To the northwest area, away from the pool, of the Vice Point Langer/WK Chariot Hotel in southeastern Vice Point.
#23) Atop a penthouse southwest of The Malibu Club. This can only be accessed via helicopter.
#24) In the docking area, between The Malibu Club and the parking lot to the north of the club.
#25) At the end of one of the steel beams at the construction site, where you picked up missions for Avery Carrington.
#26) On the wooden jetty behind the apartment complex across the street from the construction site, where #25 is located.
#27) Behind the Spand Express Depot, which is stormed during the mission, "Riot". You will need to use an Ambulance to get over the gate if you set out for it straight after the opening mission, or any time before the aforementioned mission. You can also simply wait to complete that mission, but you can use crates to get back over the gates if you are impatient.
Leaf Links (5 Packages Total)
#28) To the northern area of the golf course, at the driving range facing over the water.
#29) In a bunker to the west of the S-curved paths that can be viewed on the map.
#30) Underneath the bridge that goes from Leaf Links into Vice Point, only accessible by getting onto the course.
#31) To the south of the course, on a small island in an inch-deep water hazard.
#32) On the bridge to the southernmost, southern island on the course.
Washington Beach (10 Packages Total)
#33) In the office of the V.C.P.D. Headquarters in eastern Washington Beach. You will get a 2-Star Wanted Level when you go beyond the "No Access" sign unless you have access to the Police Uniform Outfit.
#34) Beside a lifeguard tower on Vice Beach. The tower in question is due east of the Standing Vice Point Hotel.
#35) Underneath the bridge that heads to Starfish Island.
#36) On the south side of the road that runs up to the bridge to Starfish Island is an apartment complex that faces out towards Starfish Island. The Hidden Package is inside the shower cubicles to the northwest.
#37) At the small office area at the Starfish View Apartment Complex, where #36 is located.
#38) At the southeast block of the bridge that spans the East Island Waterway to the south, which heads south towards the 1102 Washington St. Safehouse and Rosenberg's office.
#39) On the roof of the blue-and-white building across the street to the south of the V.C.P.D. Headquarters. The roof can only be accessed by helicopter.
#40) On the roof of the block with DB-P Security's compound to the north of it. You can access the roof via a Unique Stunt Jump, but use of a helicopter is easier and much more precise. The Package is specifically to the southwest.
#41) Behind the 1102 Washington St. Safehouse, accessible by going up the steps at the front of the building and then going around.
#42) Head along the street that runs due east-to-west from the back of Rosenberg's office, and look for a hotel with a narrow path to the swimming pool. The Package is beside it.
Ocean Beach (7 Packages Total)
#43) Underneath the main bridge that heads from Ocean Beach to Little Havana. Approach from the northeast, and get on the base of the bridge, going around counter-clockwise and being careful not to land in the water.
#44) At the side of a black-and-white building due south of the Hospital in Ocean Beach.
#45) On top of a building southeast of the Washington Mall. A Unique Stunt Jump will have you land on this roof, but you can easily fly a helicopter onto the roof in lieu of that.
#46) In the underground parking bay of the building across from the piers of the Vice City Marina.
#47) On the rocks that are due south of the Vice City Marina. If you can obtain the Sea Sparrow, you can easily use it for this Package, but use of a boat is equally advisable and much more free to use.
#48) At the south side of a house on the southern tip of the East Island, by the steps to the front entrance.
#49) At the steps to the entrance of the Ocean Beach Lighthouse.
Starfish Island (5 Packages Total)
The next set of Packages will not become freely available to collect until completion of the mission "Guardian Angels", opening up Starfish Island for you.
#50) At the front doors to one of the mansions to the northeast of the island, accessible by heading up the driveway.
#51) On the balcony at the back of the mansion that has the swimming pool in the shape of the Rockstar Games logo.
#52) Inside the jacuzzi beside the pool of the beige-colored house on the island.
#53) Between the pool and the wall of the house next door to the Diaz Mansion/ Vercetti Estate.
#54) At the easternmost area of the Diaz Mansion/Vercetti Estate, at the docking area facing out onto the East Island.
Downtown (8 Packages Total)
The remaining Hidden Packages, 46 in all, will not become freely available to you until completion of the mission "Phnom Penh '86", opening up the whole map of Vice City. Plus, any Packages that were not available to you before should be available to you now.
#55) At the west side of the Hyman Memorial Stadium, away from one of the parking lots.
#56) If you stand at the west side of the alley that goes in front of the entrance to the Hyman Condo, instead of heading through the left alley, go into the enclosed area to the right to find the Package.
#57) Inside the parking bay for the Ambulances at the hospital in Downtown.
#58) To the northwest area of Downtown, at the base of a sculpture underneath the V.A.J. Building.
#59) Below the helipad of the VCN Building, the enterable area on the same street to the east of Ammu-Nation, just before the bridge to Prawn Island raises.
#60) On the east side of the central building on the east coast of Downtown.
#61) Inside the lower offices of the office building that was one of the features in the "G-Spotlight" mission for InterGlobal Films.
#62) In the south area of the Moist Palms Hotel, between the wall and the concrete ramp.
Little Haiti (8 Packages Total)
#63) Along the west coast of this district is a seawall that runs up to a sandy plain before the Hyman Memorial Stadium. The Package is at the corner of the seawall as it ends at this plain.
#64) Inside the brown shack at Phil's Place, where you picked up his missions.
#65) From Phil's Place, head out the entrance and around the building on the corner across the street. Find a set of steps heading down to a closed-off basement area, where the Package is sitting.
#66) Get onto the roof of the building with the Sparrow sitting there for the Chopper Checkpoint Missions, and head onto the building roof next to it. In the center of the building is a sunk-in area, with the Package there. Steps are there to get in and out of this area.
#67) Behind Kaufman Cabs are small shacks with steps leading to their upper levels. The Package is at the top of the steps to one of these shacks.
#68) Next door to the south of the Pizza Parlor is the Romero Funeria Parlor, and there is an alley that leads to four graves, one of them dug up. The Package is hovering over the open grave.
#69) The Package is on top of the building next door to the north of the Printworks. To get to it, there are steps to this roof on the north side of that building. The Package is specifically next to some of the air-con generators.
#70) At the base of the "Life's a Bitch" outside the Printworks.
Little Havana (7 Packages Total)
#71) Inside the Laundromat in northwestern Little Havana, where you can pick up one of the two Tracksuit Outfits.
#72) Southeast of the Laundromat, at the top of the "steps" of a green building on the north side of Little Havana's main block.
#73) Across the street to the north is an alley onto the next block in Little Havana. There is an enclosed area here to the right, where the Package is.
#74) At the Kaufman Cabs billboard, that is positioned close to two of the buildings. One of these buildings can be accessed via a set of stairs, and you are able to jump onto the billboard from there.
#75) Across the street to the south of the Robina Cafe is a building with a set of steps behind it. Go up them to grab the Package on the roof.
#76) Inside the Deli that is across the street from the V.C.P.D. Precinct in Little Havana.
#77) On the second level of the Sunshine Autos Showroom.
Fort Baxter Air Base (1 Package)
#78) The Package is behind the sign to the base. You will have to be wary of the guards - they carry M4s, and will tear you apart with no provocation unless you are wearing the Police Uniform Outfit.
Escobar Intl. Airport (13 Packages Total)
#79) There is a separate runway, where "Terminal C" is located, to the north of this area. The Package is underneath the tail of one of the planes.
#80) Behind the "Visit Liberty City" billboard, that lines a string of billboards around the road heading north. To get behind them, there's an opening in the alley where #73 is located.
#81) Inside the Main Terminal, to the northwest corner. The Package itself is between the base of the walkways and the glass panes that face out onto the tarmac.
#82) Find the corridor that leads to Gates 1-8. The Package is in a corner across from the gate's closed-off metal detectors.
#83) At the bottom of the west side of the uneven roof of the Main Terminal.
#84) At the west side of the tarmac is a line of structures, mostly hangars. At the northernmost of these buildings is one of the Fire Stations. The Hidden Package is behind it.
#85) South of the Fire Station on the tarmac is a hangar, with the plane inside it sticking out. The Package is underneath this plane.
#86) There are two boarding gates connected to the Main Terminal. This Package sits atop the eastern gate. Use a helicopter to land on top of it.
#87) At the tail of one of the planes positioned at the western boarding gate. Get on top of the boarding gate to get access to the plane.
#88) Underneath the same plane where you got #87.
#89) In the center of the helipad to the south of the Airport's tarmac.
#90) East of the helipad, on top of the McAdams Airways hangar. Use a PCJ 600 on the ramps next to it to get on top of it.
#91) Right on the southern outskirts of the tarmac is a building across from the waterhouse, with a small lookout tower. The Package is next to this tower.
Viceport (9 Packages Total)
#92) Across the street from the building where #91 is located is is a waterhouse, with a sheltered area on its top level. The Package is inside this area.
#93) Between the four main cylinders inside the Fuelling Depot, noticeable as you drive into Viceport from Escobar Intl. Airport.
#94) Go down the apartment complex leading up to the northern entrance to Viceport Docks, and stop at the second-to-last apartment as you head south. The Package is next to one of the entrances to this apartment.
#95) Between two trailers at the parking lot next to the Fuelling Depot, on the road to Escobar Intl. Airport from Viceport.
#96) On the west side of the building in the yard that you had to fight your way out of in the mission "Cabmageddon" for Kaufman Cabs.
#97) Head onto the Libertine Lines ship, where you went to during the mission "Spilling The Beans" for The Printworks, and head south on its east side. There is a nook created by the container crates, where the Package is located.
#98) At the sign for the Vice Port Authority Building in southern Viceport.
#99) On the south side of the western docked boat at the southern end of the West Island. It is only accessible via helicopter.
#100) At one of the waterhouses in the southern Vice City waters. You may want to land a helicopter next to it, to avoid triggering a Rampage here.
