Little Havana is a district located on the western island of Vice City. As of 1986, this is the war zone for the Haitians and Cubans. Both gangs are currently vying for control of the area, which is badly run-down. Tommy Vercetti has been recruited by the Cubans, in order to help try and win the turf war.
There is not much of interest in this area, besides a mural of the Cuban leader, Che Guevara.
