This is the fourth mission in Cortez's mission line, unlocked after gaining proper entry to the Vice City Mainland/West Island.
Cortez tells Tommy that Diaz is pleased with their services, but he suspects Diaz of being responsible for the busted deal. Do you see a pattern emerging? Anyway, Cortez asks another favor of Tommy, which he doesn't take well too, but he is persuaded to help him. Cortez needs access to "military hardware" that is being driven across town, and Tommy needs to acquire it.
The "hardware" is being driven through Little Havana. Of all things, you have to steal a Rhino - the game's version of the military tank - that is being paraded through the streets. There are soldiers along with it, and if you have ever came across them before, you know how lethal they are, carrying M4s. You need to find a way to get the soldiers driving the tank out of it somehow, and the way to do this without absorbing a single shot is to take your vehicle and park directly in front of it. The driver will get out to move your vehicle, giving you an opportunity to take it.
When you get in, you have to take the Rhino to Cortez's lockup in Little Havana. You are on a timer, as the detonation sequence is activated. You have to get to the lockup before the Detonation Meter reaches full. This is pretty easy with average driving skills, so fulfilling this is a breeze.
