This mission is activated by pressing the correct button when or after being prompted when entering any authority vehicle. You can get a V.C.P.D squad car for this mission easily from any of the four precincts in Vice City, or by causing mayhem and alerting the cops.
The Vigilante Mission has a simple premise - accost the marked criminals in the time limit. Complete twelve levels to fulfil the requirements of this mission.
The twelve levels carry monetary rewards for completing them, listed below:

The total amount of money you can get from this mission is $32,500. Seeing as your preparations for this mission will have you digging into your bank balance, that may help you cut your losses.
With that in mind, here comes...
The Strategy
Catching criminals sounds easy, but it is far from that in this mission.
The criminals you will go after will be travelling in vehicles, and will shoot you on sight. Like the Paramedic and Firefighter missions, the number of targets goes up by one each level, meaning you are accosting (killing) 78 criminals in total. That amount of criminals will have a devastating effect on your vehicle health, and they can even harm you. With that said...
Issues
There isn't too many issues, but that doesn't mean you will have a good time.
There is no easy way to say this, but the criminals will rip you apart. They have access to weapons such as the SMG, M4, and other strong weapons. Whilst your vehicle's damage threshold is increased, the boost is as effective as a hammer made of glass. If you plan to do this in a police vehicle, you may have to hope that luck is on your side.
Minor issues include time and SMG ammunition. You can easily run out of either if you are not quick or accurate. You want to stock up on extra ammunition, and you will have to blitz through the levels if you want to get rid of the issue of the time limit.
The rest of the issues all depend up on you, the player, such as driving and human error.
Advice
There are two pieces of advice I can give you:
Use a Hunter attack chopper. If you collect 100 Hidden Packages, this will be available from the back of Fort Baxter Air Base. You will need the Police Uniform, earned from the missions "No Escape?" or "Cop Land", to get into the base without having to dodge the soldiers. Use a Rhino military tank. The same deal for this goes along with the Hunter, as you will need to collect 90 Hidden Packages for this to spawn at the entrance of Fort Baxter Air Base. Anything you touch will explode, and it is bulletproof, which you will find valuable. The cannon will also come in use, allowing you to fire rockets at your targets.
That should be the best ways to go about it if you are under-confident or simply not skilled enough.
Reward
The best part of this mission is what you get out of it. Your Armor hitpoints will be raised to 150, helping you in the harder missions and the Rampages to no end.
