This mission is the final in Cortez's mission line, and becomes available after a phone call received by Tommy from the Colonel as early as completion of the mission, "Death Row".
Cortez tells Tommy that their actions have angered French government agents, forcing him to flee Vice City on his yacht. He wants Tommy to help in the fight as he leaves Vice City.
As the yacht pulls away, the French arrive at the Vice City Marina, boarding the boats. Use your assault rifle to take down the agents that pull up on boats. They may board the yacht if you allow them to get close, so be wary of them. After the first assault, the yacht is stopped, as the heading under the bridge from Vice Point to Prawn Island is blocked off.
You have to destroy the boats and kill more agents on boats. When you have dealt with the blockade, you have to deal with two Mavericks carrying French agents, before dealing with a Hunter attack chopper. When you have shot them down, you are done. Cortez gives Tommy a speedboat to allow him to get back to Vice City, and asks him to look out for Mercedes. Tommy bids farewell, promising to do this.
