This mission is the final mission in Rosenberg's mission line.
Tommy is introduced, in person this time, to a land baron by the name of Avery Carrington. Even though Tommy and Rosenberg still need to recoup their losses, they consider Avery as an ally, as he promises protection if Tommy runs a few errands. His first assignment is to infiltrate Spand Express, a postal service that is built on land that Avery wants. The workers are currently picketing, and Avery orders Tommy to stir it up, sneak into the compound, and put them out of business. Rosenberg advises a trip to Rafael's to get some overalls.
Go to Rafael's to pick up the Coveralls Outfit, and head to Vice Point to the depot. Attack four workers, and the gate will open. Kill the security guard, and case the three trucks. After also dealing with the workers you attacked, get into the truck and put it next to the other two vans. Shoot the explosive barrels next to the truck, and the three will eventually go up in flames. That's enough to put them out of business.
