This mission is the second-to-last main story mission, and is only accessed after completing mostly all the Assets and their missions, including the Printworks in Little Haiti.
Tommy visits Ernest, being helped up off the floor by a few of the workers. When he asked who done this to him, he says the name that Tommy doesn't want to hear - Sonny Forelli. He has sent out tax collectors to take a cut of Tommy's assets in Vice City, which he doesn't want them to do.
The tax collectors all ride Sanchez dirt bikes, and will head for your businesses on the West Island first. The only way to fail this mission, set from getting Wasted or Busted, is to allow them to tax all of your Assets. Even for the amateur gamer, it is certain that you won't have that happen.
They will head for the Boatyard first, before heading north for the other businesses. You are better off following them or waiting for them to arrive at one of your businesses, and taking them down. There are only three pairs of collectors you have to kill to complete the mission, and if you work through them quick, you shouldn't take too much damage.
