This is the second mission in Cortez's mission line.
Cortez congratulates Tommy for disposing of Gonzalez, and speaks of how he must mourn his passing. Anyway, Cortez wants Tommy sent on another errand, but he objects, as he wants to get to the bottom of the sour deal. Cortez says that he's working on it, and sways Tommy. He wants him to go to the Washington Mall to pick up a valuable interest from a courier waiting for him there.
Head to the Mall, and find the French courier on the upper level. The French stereotype rings out as the hand-over is made. French government officials are there to bust the two, and the courier runs off with the package. Jump down to the ground floor, and give chase to the courier, who will get on a PCJ 600 motorcycle. Knock him off, kill him, and pick up the guidance chips. You will have to contend with a 2-Star Wanted Level to get the chips to Cortez.
