This is the last story mission in the game, and it'll automatically start after completing the last mission, The Election. Kill the two guards by Tong's car, then take it and drive to Lee's compound. If Tong's car is destroyed on the way to the compound, then you will fail and have to restart. When you get to the compound, go through the gate on the left side and take out the thugs in the vicinity (be careful of the ones with melee weapons).
Climb onto the building using the dumpster and continue going up until you come to a guard with a gun. Sneak up behind him and take him out, then grab the gun. You'll be fighting many thugs with your newly acquired gun in the next few areas, so make sure you take cover and don't stick your head out too much. When you get to a control room overlooking an open area below, kill the thugs before dropping down and continuing.
When you get to the restaurant, take cover and wait until all of the pedestrians pass before shooting at the thugs nearby. Head inside and you'll be fighting against more thugs and now Ponytail. The regular thugs go down without any problem like usual, but Ponytail can take a lot of punishment. Luckily, he will usually stay in one spot, so you can peek around the middle wall on the right side and continuously headshot him.
Once everyone is dead, go through the door and your confrontation with Lee starts with him shooting you. Luckily, his gun jams and he takes off running. When you begin chasing him, you will be still sluggish from the fresh gunshot wound you received, but after a short while, you will return to normal. Keep chasing after Lee until you get to some docks, where Lee will take off on a boat.
Get to the closer edge of the dock and press the button that shows to jump onto the boat. Lee will speed the boat toward an oil tanker and jump off, leaving you to crash and burn. When you get back on land, you will eventually face off against Lee. All of your attacks are slow to the point that they really won't connect with Lee, so you need to wait until he's about to attack to counter him. Keep doing this until Wei climbs on top of him and mash the attack button to keep pounding him. Afterwards, pick him off the ground and throw him into the ice chipper to finish the mission and the story.
